It was written by British operatives, who suggested shooting down a passenger plane over Cuba, taking US students “off on holiday” which is a negligent oversight because everyone know Americans go “on vaccation” and not “off on holiday.”

It was “declassified” before 9/11 for the purpose of implicating the Pentagon and making the NSA look good. It was also made available for those in opposition management to cite, like Alex Jones, who claim September 11th was an inside job by the Bush administration, while ignoring Israeli involvement and benefits.
